You don't need archery skill to be an archer IF you just use Mage weapon bows. Limits your choice of bows of course and you can not do the special moves, but gives you Magery where you can cast and shoot. If a spellchanneling bow, just get a little extra magery skill from jewlery to make up the Neg it gives.
