From memory, the most popular free shard is a pre UOR? one, I forget what era it's set in, so clearly there's a demand for that type of ruleset.
But, I'd imagine it'd be a technical nightmare trying to create one from scratch using the ancient server code the present official UO uses
Not mention linking it to the housing and veteran reward server(s)
