What im 100% sure about is :
The enhance bandages give the +10 to healing and veterinary, but it will only affect the amount of hit points you heal. It will not affect being more able to cure, rezz etc. And im also pretty sure the effect of the bandages works if your already 120 healing for example. So simply put, it will heal more hp wether your at max healing or not.
