Dip and Warsong are right, enhanced bandages only boost you +10 skill when used, but you need to have enough room between your actual skill and your skill cap.
Let's say you used a 110 healing scroll and you have 90 real skill and a +15 healing jewelry. Enhanced bandages will add +5 to cap you at 110.
If you have a 115 powerscroll, you'll benefit the full +10.
