Bushido Chiv Fencer, wearing bird slayer talisman. That's my fave swoop killer.

And yeah, for Citadel, embracing honor is best. Run around first or look for a map of the place, so you don't get too lost inside.

I go with a Chiv Swordsman and bird slayer tally. Takes 2-3 mins or less on this guy. I just EoO then use Consecrate enough to keep it active, Divine Fury and bandies/Close Wounds as needed. I listed his full template in another thread in the skill section. Vanilla template but very effective PvM guy.
