It doesn't matter where you chop trees. It is purely random and I guess you just lacked luck here.
For better chances to spawn a new type of wood, chop trees in areas where many people chop them.

We couldn't find any bugs or inconsistencies that would make it spawn any less - it's marginally more rare than Valorite, but we're talking four tenths of a percent more rare. The other rare woods are 2%, 3%, and 5% as intended.
