Songwoven mantle, etc, capable of exceptional?

I know that some ML minor craftable arties can receive an exceptional bonus. Does this apply to things like sticher's mittens and songwoven mantle? I am about to make the mantle, but I can hold off until I hit 120 tailor if it will help.

The short answer is "no"

This might change with the next patch. I'm not quite sure what this means:

Weapons should no longer lose properties when runic- or exceptionally-crafted. This should apply to everything, including ML recipe weapons
ML recipe bows will be able to be exceptionally crafted and get the Arms Lore bonus as well

Why only weapons and not armour?
And I'm understanding this right, when assuiming that after this I am able to craft a... say overseer sundered blade with a agapite hammer and recieve the +% damage increase as well as the runic properites additionally to the arti-properites?!?
