reason most sellers ask you to offer is simple greed.

lets say you are selling an item that you know goes for about 1 million on your shard. You say selling X, make offer , now if someone says 1.5 or 2 million you sell to them. if someone says 500k you say no and you continue looking for your price 1 million +.
