Tactics/weapon skills
Question! I can't remember, do the weapon specials require tactics and a weapon skill? Or just the proper amount of weapon skill?

just logged in to test
you need both to use. 70 for primary and 90 for secondary

this was a recent change, but yes, it requires both now as the test subject determined.
