How do I use my 700 skill points and make Em' into skills?

yes i have but it dosen't say anything about useing your skill points.

You have to use the skills to train them..some raise fairly quickly while others are much harder to gain

You don't "have" 700 skill points to use, you can only "use" 700 skill points (cap goes up by 5 every year for the first 4 years to a max of 720).

As stated, to use skill points, you must use (or train, grind, etc.) whatever skill it is you wish to use.

You basically have a total of 700 points to distribute to your characters progression.

The link I gave will give you a good idea how to do this depending on career path.
