Shipwrecked chests locked?
Are fished up chests locked, if so can magic unlock any that I could possibly fish up?

I am unaware, however most chests that Paragons and such drop need to be unlocked by a lockpicker.
I would imagine it would be the same thing for found chests. ......I mean, if I had a treasure chest, I would lock it.

Of course they're not locked! Think about it: these people were stupid enough to sink a boat and lose their treasure in the ocean. Obviously, they also weren't competent enough to remember to lock up their belongings!
