If you are an elf, you need at least .01 in the begging skill to get the 9a items. If you are a human you automaticly have 20 begging.

Ahhhh. So that is where all the 9th anni stuff is coming from. I trick or treated for almost 3 hours straight and no anni treats. And not even a black pumpkin. =(

I haven't found any black pumpkins. I'm still trying to get the other halloween stuff too.... so much to collect, not enough space

Just wanted to make sure this is clear, you need the begging (or be human) to get the 9a items, but you still do it through saying "trick or treat" to an npc. You dont actually have to use the begging skill, you just have to have the skill.
